In January of 2020, Jay Halloran retired as President of City Building & Engineering Services (CBES) formerly Baltic Trail Engineering, LLC., an Engineering, Construction Management and Facility Service Management company generating over $100M in revenue. Jay was also the Senior Executive in charge of City Facilities Maintenance, (NE), LLC., a mobile RHVAC business in 11 Northeast states with 120 field technicians and generating over $30M in revenues.
In 2011, Ahold USA, working with McKinsey, Accenture and Bain, was looking to realign its supply chain and reduce costs of non-strategic activities to provide increased savings and better operational performance which included store maintenance, engineering and capital project management. Jay was Vice President of Maintenance and Engineering with Ahold USA, where he oversaw a $200M Maintenance and Capital budget for 780 retail grocery stores in 14 States.
Convincing leadership that cutting the fat into the muscle may provide the cost saving but would surely impact customer service at store level and that a comprehensive outsource would be a better option for all stakeholders. Building a strategy with supportive analysis, leadership agreed and in late 2012 Jay orchestrated the outsourcing of the entire $200M Ahold USA Facility Maintenance functions. Baltic Trail Engineering was one of three the firms selected and after a successful transition of all services, Jay, with the blessing of the Ahold USA leadership, left to become President of Baltic Trail Engineering.
From 2013 thru 2016 Baltic Trail Engineering experience 15% CAGR but was looking to expand into new territories and markets. Seeing that aligning with a strategic partner would expedited the process Jay located an international FM company that had vast experience in the retail grocery vertical and sought out meetings with City FM, a glogal FM company. Jay flew to Scotland met with the City FM owner and began merger discussions which culminated in the merger between City FM(US) and Baltic Trail (now CBES).
Over the next 4 years under Jays leadership the CBES US business grew from 17 professional FTE’s to over 100 and in 2018 leveraging revenue and cost synergiesthe  CBES business contracts, launched City FM (NE), a nonunion RHAC business in the Northeast US, in 150 days which grew to 170 employees and 120 of those being remote mobile RHVAC technicians 
Jay has over 30 years of Facilities Services and Management experience. He began his career in facility management working for ISS as General Manager at Harvard University and then moved on in leadership roles with Johnson Controls World Services, EMCOR FM, SUEZ and ABM, to build and operate nationally recognized Facility Management businesses servicing vertical markets that included Fortune 500 companies, Industrial, Pharma, Manufacturing and Higher Education.
Jay received a BS in Mechanical Engineering from Massachusetts Maritime Academy, and executive education program studies at Harvard Business School. He has served as a Board Member for City FM(USA), CBES, and City FM(NE) where he shared his experience for building the US business. Charity Board positions with the Boston Wounded Vet Org.
